1. A rise in living standards seems to benefit people in cities only, rather than those in rural areas. What problems can it cause and how to solve them?

Currently, it seems that urban dwellers benefit from a rise in living standards while rural dwellers cannot. This essay will examine problems caused by this phenomenon, as well as some solutions for it.

To begin with, the average life quality of city dwellers will be reduced. Since the living standards in cities are improved, a lot of rural residents will choose to migrate to cities for better medical care, education and so on. However, with the urban population increasing, people have to face a lot of problems, such as failing to find decent jobs or being caught up in traffic congestion more frequently. As a result, they actually face more competition and waste more time on commuting, and it affects their life quality.

Furthermore, rural areas cannot be developed when standards of living cannot be enhanced. As mentioned above, a lot of rural residents are more likely to dwell in cities for a better life, but it will lead to a declining population in towns and villages. Then, agriculture and manufacturing will face a shortage of labor, and due to a lack of consumers, the tertiary industry cannot be developed either. Then, local governments will find it difficult to make their regions more competitive to attract qualified employees.

In order to tackle this issue, governments need to take some measures to enhance living standards of rural areas. Social welfare, such as pension, must be guaranteed, and infrastructure, such as roads, must be upgraded, and then some people probably will come back to rural areas for working and living. In addition, it is also an optimal choice for businesses to relocate their corporations in rural areas. Governments can provide enterprises with subsidies if enterprises are willing to move, and then rural areas will have more employees, as well as more consumers.

In sum, the gap between the living standards of urban areas and those of rural areas will affect not only the life quality of city dwellers but also the development of rural areas. Governments need to enforce policies to encourage businesses to move to rural areas and enhance living standards of rural areas simultaneously.

It is true that higher education is unavailable to many students residing in remote areas. So, it is suggested by some people that universities should make it easier for those groups to enroll into universities, which I strongly oppose that. I believe that they should receive the same standard as others in order to be educated in universities.

There are many reasons for my argument. Firstly, it would be quite unfair for those from wealthy family backgrounds. The cause lies in the fact that they have to participate in the same college entrance exam nationwide under the same assessment scheme. If their counterparts from rural areas are provided privilege with lower standards, it would become an humiliation for their efforts and commitment they have made. Meanwhile, the poorer students would take it for granted when university education is offered to them. In this case, they may end up with no academic passion and initiatives.

Surely, due to the impoverty-stricken reality in many places throughout the world, some talented students fail to continue their study itinerary education, which causes the high percentage of unemployment. However, this can be addressed strategically as long as the government can introduce some policies, like scholarship or loans, to help them get through.

In conclusion, I would argue that it is unjustified for schools to help needy students to be qualified for higher education by means of lowering the enrolling standard. They should ground themselves as their peers to get access to further study.

One underlying factor associated with wasteful behaviour is restaurants and shops may be unwilling to gear to changed lifestyle as a result of added costs. As technology advancement splits families into smaller units and allows solitary life possible, people no longer need large size of foods. Serving small size of food may incur dissatisfaction and more running costs. Consequently, the usual large portion of foods and increasing awareness of not eating overnight leftovers due to possible carcinogens contained compel people to become wastrels.

Lower food prices could be another main culprit. When food technology not only increases food supply but also expands food varieties with affordable prices, people would value foods less, believing they would be impossibly subject to food shortage as their elder generations were. Dazzling and inexpensive food options coax modern people to unwittingly purchase more than what they need. Therefore, any affordable waste of foods is nothing compared to convenience and happiness derived from the unwise consumption.

As the wasteful consumption of food prevails, the right approach to rein in its momentum has two strands. The first is to advocate restaurants and shops to tailor small, medium and large sizes of foods. This may seem to raise costs initially, but varied food sizes could spur consumers to sample more varieties, and the customized and economical consumption can attract more loyal and new customers in the long run, thus compensating early extra costs. The second is to launch awareness campaign against food waste. For example, children at school should be inculcated with the awareness of clearing plates, while the media should be included to spread and shape frugality as a respectable behavior rather than parsimony.

To conclude, low prices and large portion should primarily account for wasting foods, and multiple efforts are needed, for this cannot be changed overnight.
